According to a news released by the Electronic Information Department of the Ministry of Industry and Information Technology on December 10, in order to further strengthen the management of the lithium-ion battery industry and promote the transformation and upgrading of the industry and technological progress, the Ministry of Industry and Information Technology has temporarily managed the “Lithium-ion Battery Industry Specification Conditions” and the “Lithium-ion Battery Industry Specification Announcement Management” The Measures have been revised and are hereby announced. The “Lithium-ion Battery Industry Specification Conditions (2018 Edition)” and the “Interim Measures for the Administration of Lithium-ion Battery Industry Specification Announcements (2018 Edition)” (Announcement No. 5, 2019 of the Ministry of Industry and Information Technology) shall be repealed at the same time.
“Lithium-ion battery industry standard conditions (2021)” proposes to guide companies to reduce manufacturing projects that simply expand production capacity, strengthen technological innovation, improve product quality, and reduce production costs. Lithium-ion battery companies should meet the following conditions: in the People’s Republic of China Legally registered and established in the country, with independent legal personality; independent production, sales and service capabilities of related products in the lithium-ion battery industry; R&D expenditure is not less than 3% of the company’s main business income for the year, and companies are encouraged to obtain independent R&D institutions at or above the provincial level Qualifications for technology centers or high-tech enterprises; the main products have technical invention patents; the actual output of the previous year at the time of declaration shall not be less than 50% of the actual production capacity of the same year.
“Lithium-ion battery industry standard conditions (2021)” also requires companies to adopt advanced technology, energy-saving, environmentally friendly, safe and stable, and highly intelligent production processes and equipment, and meet the following requirements: 1. Lithium-ion battery companies should have The ability to monitor the uniformity of the electrode after coating, and the control accuracy of electrode coating thickness and length are not less than 2μm and 1mm respectively; it should have electrode drying technology, and the water content control accuracy should not be less than 10ppm. 2. Lithium-ion battery companies should have the ability to control environmental conditions such as temperature, humidity and cleanliness during the injection process; they should have the ability to detect internal short-circuit high-voltage tests (HI-POT) on-line after battery assembly. 3. Lithium-ion battery pack enterprises should have the ability to control the open circuit voltage and internal resistance of single cells, and the control accuracy should not be less than 1mV and 1mΩ respectively; they should have the ability to check the battery pack protection board function online.
In terms of product performance, the “Lithium-ion Battery Industry Specification Conditions (2021 Edition)” has made the following requirements:
(1) Batteries and battery packs
1. Consumer battery energy density ≥230Wh/kg, battery pack energy density ≥180Wh/kg, polymer single battery volume energy density ≥500Wh/L. The cycle life is ≥500 times and the capacity retention rate is ≥80%.
2. Power type batteries are divided into energy type and power type. Among them, the energy density of the energy single battery using ternary materials is ≥210Wh/kg, the energy density of the battery pack is ≥150Wh/kg; the energy density of other energy single cells is ≥160Wh/kg, and the energy density of the battery pack is ≥115Wh/kg. The power density of power single battery is ≥500W/kg, and the power density of battery pack is ≥350W/kg. The cycle life is ≥1000 times and the capacity retention rate is ≥80%.
3. The energy density of the energy storage type single battery is ≥145Wh/kg, and the energy density of the battery pack is ≥100Wh/kg. Cycle life ≥ 5000 times and capacity retention rate ≥ 80%.
(2) Cathode material
The specific capacity of lithium iron phosphate is ≥145Ah/kg, the specific capacity of ternary materials is ≥165Ah/kg, the specific capacity of lithium cobaltate is ≥160Ah/kg, and the specific capacity of lithium manganate is ≥115Ah/kg. For other cathode material performance indicators, please refer to the above requirements.
(3) Anode material
The specific capacity of carbon (graphite) is ≥335Ah/kg, the specific capacity of amorphous carbon is ≥250Ah/kg, and the specific capacity of silicon-carbon is ≥420Ah/kg. For other negative electrode material performance indicators, please refer to the above requirements.
(4) Diaphragm
1. Dry uniaxial stretching: longitudinal tensile strength ≥110MPa, transverse tensile strength ≥10MPa, puncture strength ≥0.133N/μm.
2. Dry biaxial stretching: longitudinal tensile strength ≥100MPa, transverse tensile strength ≥25MPa, puncture strength ≥0.133N/μm.
3. Wet two-way stretching: longitudinal tensile strength ≥100MPa, transverse tensile strength ≥60MPa, puncture strength ≥0.204N/μm.
(5) Electrolyte
Water content ≤20ppm, hydrogen fluoride content ≤50ppm, metal impurity sodium content ≤2ppm, and other metal impurities single item content ≤1ppm.
